The Labor Market Reality
110,000+ HVAC technician positions are unfilled nationally, with BLS projecting 40,600 openings per year through 2035. In Florida, year-round AC demand makes the shortage worse — every company is hiring, all the time.
The labor shortage means techs have options. Pay, benefits, and career visibility are what get someone in the door.

The Loaded Labor Rate
A tech's hourly wage is not what they cost you. Taxes, benefits, workers comp, tools, phone, and uniform add 40–60% on top of the base wage. This is the "loaded" or "burdened" rate — and it's what your pricing must recover.

Benefits: What's Required vs. Expected
Required in Florida
- Workers' compensation — mandatory for construction trades with 1+ employees. Officers can exempt (10%+ ownership, $50 filing). FL NCCI Code 5537 rate roughly $3.00–$5.14 per $100 of payroll.
- Overtime — HVAC techs are non-exempt under FLSA. Overtime (1.5×) required for all hours over 40/week. Common violation: classifying techs as exempt.
- Reemployment tax — Florida's unemployment insurance, quarterly filing.

Incentive Misalignment — Paying for the Wrong Thing
From Steven Kerr's 1975 paper "On the Folly of Rewarding A, While Hoping for B" — organizations routinely set up pay structures that reward the exact opposite of what they want. In HVAC, this plays out in specific ways:

How to align incentives
- Commission on gross profit, not revenue. 5–15% of service ticket revenue is standard, but only when a minimum margin threshold (40–60% gross) must be met first.
- Balanced scorecard. Track 3–4 metrics together: revenue AND callback rate AND agreement enrollments AND customer review scores.
- Spiffs for behaviors. $10 for every maintenance agreement presented (not sold). $5 for every financing option discussed.
- Track callbacks by tech. If a tech's callbacks cost more than their commission, the structure is backwards.
Pay Compression — When New Hires Make What Veterans Make
The tech shortage means companies pay market rate to get anyone in the door. That rate has climbed fast enough that a new hire at $28/hour starts within $2–3 of a 5-year veteran making $30. The veteran finds out. They always find out.
39% of HVAC techs report pay dissatisfaction (JB Warranties). It's not the dollar amount — it's the perceived unfairness. Losing a 5-year tech costs $15K–$25K in recruiting, training, and lost productivity (BDR, ServiceTitan).
How to detect it
- Line up pay rates by tenure. If 1-year and 5-year techs are within 10%, you have compression.
- Compare every new offer against incumbent pay in the same role.
- Track voluntary turnover by tenure band. If 3–7 year techs leave at higher rates than 0–2 year techs, compression is likely the reason.
How to fix it
- Pay bands with clear steps: Helper $18–22, Apprentice $22–26, Tech $26–32, Senior $32–38, Lead $38–44. Steps tied to certifications, tenure, and performance.
- Annual market adjustment for all positions — not just new hires.
- Tenure bumps: $0.50–$1.00/hr at 1, 3, and 5 year anniversaries. Small cost, large signal.
- Skill-based pay tiers: Each certification (EPA 608, NATE, manufacturer) adds a defined increment.
- Total compensation visibility: Make sure veterans know the full picture (better PTO, tool allowance, truck priority).
Apprenticeship Programs (Florida)
A DOL-registered apprenticeship is a 4-year program: 8,000 hours on-the-job + 624 classroom hours. The employer pays tuition ($2K–$4K/year), provides supervised work, and gets a tech who's trained in your systems, your way.

Building a pipeline
Contact HVAC program directors at local technical colleges (Pinellas Technical College, Erwin Technical College, Hillsborough Community College). Offer guest speaking, site visits, summer internships. Post openings through school career services. These relationships take 6 months to produce candidates — start before you're desperate.
